Scottsdale City Council members will vote on up to $277,210 in tourism event grants when they meet Tuesday, Nov. 10, according to the city's meeting agenda.

The largest single grant, $150,000 for the Scottsdale ArtWalk, is the only item on the regular agenda. The funding would go to the Scottsdale Gallery Association through the city's Fiscal Year 2026/27 Tourism Development Fund.

The agenda does not explain why the ArtWalk grant landed on the regular agenda rather than the consent agenda, where the other tourism grants sit.

Five more Tourism Development Fund grants are on the consent agenda. Scottsdale Ferrari Art Week would receive up to $75,000. The Barrett-Jackson Scottsdale Auction would get up to $30,000 through a matching event advertising agreement. The ECNL Boys Phoenix Soccer event at Reata Sports Complex would receive up to $5,210. A combined $17,000 would be split evenly between the Kimes Ranch Million Dollar Breakaway and the Scottsdale Symphonic Orchestra's 2026-27 season, at $8,500 each.

Kevin Burke, the city's economic development and tourism senior director, is listed as the staff contact on all six tourism items.

Animal custody rewrite

The council will also consider Ordinance No. 4725, which would repeal 14 sections of the city code governing animal custody, rescue and forfeiture and replace them with eight new sections. City Attorney Luis Santaella is the staff contact. The agenda does not detail what the new sections change.

Lobbying contract and legislative agenda

An $80,000 contract amendment with the law firm Kutak Rock LLP would extend the city's state lobbying services from Dec. 2, 2026, through Dec. 1, 2027. The original contract value is not listed in the agenda. Will Brooks, the city manager's office director, is the staff contact.

Separately, the council will vote on the city's 2027 legislative agenda. That item would authorize registered lobbyists to communicate Scottsdale's positions to local, regional, state and federal officials.

67-foot fake eucalyptus

One consent item asks the council to approve a conditional use permit for a 67-foot-tall artificial eucalyptus tree at 15355 N. Northsight Blvd. It's a cell tower. The structure would be a wireless communication facility with ground-mounted equipment, located on a roughly 25-acre site zoned for highway commercial use. The agenda does not name the wireless carrier behind the application.

The meeting begins at 5 p.m. at City Hall Kiva Forum, 3939 N. Drinkwater Blvd. It will air on Spectrum Cable Channel 11 and stream on ScottsdaleAZ.gov. Residents can sign up for in-person public comment on Items 1 through 16. Items not heard by 10 p.m. carry over to the Nov. 24 meeting.
